Kentucky laws-School harment:?

My child is being verbally, and emotionally abused in school by another girl. And, hared about her ual orientation and things and being called names such as , , and other names, slander and things of this nature. I have been to the school over this, talked to the principal, counselor, etc etc. And no one will help put a stop to it. I am not sure I can even do anything about it if my daughter tries to defend herself now. As in verbal retaliation. She won't fight physically. I am not sure where to go from here. Does anyone know the laws about harment in school in Kentucky? Because I have searched and I am coming up with nothing-or maybe I am not looking in the right place.
